Small Business Grant Fund

SUMMARY & PROGRAM DESCRIPTION   

The purpose of this grant fund is to help Brownwood Small Businesses adapt their business model to changing business conditions because of the COVID-19 pandemic and retain many of these new innovative ideas beyond the pandemic as a business expansion opportunity. Funding for the program is provided by the Brownwood Municipal Development District (BMDD). 

This program is intended to reimburse local small businesses for the expense of purchasing equipment and supplies that enabled them to adapt their business model to changing business conditions because of the COVID-19 pandemic.  The City of Brownwood and BMDD see these adaptations as business expansion projects to allow businesses to continue to provide products and services to their customers through state and federal restrictions.  The program will reimburse the business owner up to $2500 for eligible expenses incurred starting March 1st with proper documentation of purchase. 

The program will be administered by the BMDD. An application form is to be submitted with a description and documentation of purchases. Funding of projects is totally at the discretion of the BMDD Board of Directors.

ELIGIBLE APPLICANTS       

Locally owned, commercial small businesses located within the City of Brownwood are eligible to apply if they are a sales tax producing business.  Non-profit organizations, governmental entities or home-based businesses are not eligible.  Eligible businesses must show proof of purchase for any eligible purchase (receipt, paid invoice, etc.) and explain how the purchases help adapt their business model to continue to serve customers. 

 

 

APPLICATION CHECKLIST:

 

ELIGIBLE COSTS         

Any purchase of equipment, supplies or software after March 1st that allowed the business to adapt their business model to changing business conditions may be eligible for reimbursement.   An explanation of how the purchase helped the business adapt to current conditions to deliver products or services to customers must be included in the application or the request may be denied.  The BMDD will reimburse the exact amount of those approved expenses up to $2500.  

Examples of eligible costs may include:

  • Equipment – Mobile POS, additional phone system, outdoor seating

  • Software – customer online ordering system, website

  • Supplies – to-go containers, disposable menus, disposable utensils 

  • Safety equipment – plexiglass for screens, masks, gloves, hand sanitizer or other PPE. 

 

FUNDING AVAILABILITY        

Funding is limited and incentive awards will be subject to funding availability. Project Applicants will be prioritized on a first-come, first-serve basis. 

 

APPLICATION PROCESS      

An application with the following information, at a minimum, is to be submitted for consideration: 

• Property address
• Applicant and Property owner name(s), address(es) and signature(s). 
• Proof of ownership (sales tax permit in most cases)
• Verification that property taxes on the property are paid and current. 
• List of eligible purchases with an explanation of how it helped adapt your business since March 1st.
• Proof of purchase (paid receipt or invoice).
• Current W-9 and 1295 Ethics form.


 

APPROVAL

The required application forms are available at the offices of the Brownwood BMDD (501 Center Avenue), or online.

The BMDD staff, BMDD Board and/or Brownwood City Council may review and approve applications and select Incentive recipients on a first-come, first served basis.

The Brownwood BMDD will be responsible for processing applications and for facilitating the process.

The Brownwood BMDD staff will conduct a review of the submitted application to determine whether the application is complete and will contact Applicants as necessary to obtain any missing documents or information.

Applicants will be notified in writing as to whether his/her application has been rejected or approved by the BMDD.

Upon approval, the Applicant must enter into a reimbursement agreement with the BMDD regarding the terms and conditions of his/her participation in the Program and receipt of the reimbursement funds.

THE BMDD BOARD OF DIRECTORS RETAINS THE RIGHT TO DECIDE WHETHER OR NOT TO SUPPORT ANY PROJECT.

 

FUNDING

Once any application is approved and documentation is verified, reimbursement funds to the applicant will be funded within 14 days of approval notice. 

 

 

PROMOTIONAL RIGHTS        

By accepting Incentive funds, Applicant authorizes the BMDD to promote the project in the BMDD’s promotional materials, press releases, digital media, and websites.

 

 

CONDITIONS AND ACKNOWLEDGEMENTS  

This small business grant is subject to change or cancellation at any time by a vote of the Brownwood BMDD Board of Directors.
In addition, any policy or procedure described herein may be waived by official action of this same committee. The BMDD reserves the right to reject any and/or all applications.
