Today, that foundation is being strengthened by strategic public investment, updated infrastructure planning, expanded event activity, and business development tools designed to support reinvestment.

A Stronger Vision for Downtown

The City of Brownwood’s Downtown Master Plan presents a long-term vision for a district that is more connected, more walkable, and more active. The plan emphasizes quality public spaces, stronger pedestrian access, infrastructure improvements, and a downtown environment that supports both local life and visitor activity. That vision is now moving into implementation.

Phase I focuses on Fisk and Baker Streets and includes streetscape improvements such as sidewalks, lighting, landscaping, traffic signal upgrades, resurfacing, and underground utilities. These improvements are intended to strengthen the public realm while improving walkability, aesthetics, and overall functionality for businesses, property owners, residents, and visitors.

The current City timeline reflects continued progress, with design and engineering near completion, bidding anticipated in November 2026, and construction expected to begin in January 2027.

The Downtown Master Plan also includes catalyst projects designed to shape the district’s identity and create memorable gathering places.

Founders Crossing is envisioned as an arts-forward public space that reflects Brownwood’s heritage while creating room for activity, events, and placemaking. Silo Promenade & Courtyard will help strengthen the connection between downtown and the Brownwood Event Center area, creating a more unified and inviting experience across the district.

The Event Center Complex Supports Downtown Growth

The Brownwood Event Center Complex is helping strengthen downtown Brownwood as a destination for commerce, culture, and investment.

By expanding Brownwood’s ability to host concerts, conferences, meetings, celebrations, festivals, tournaments, and other regional events, the complex is helping bring more visitors, spending, and attention into the district. That activity creates meaningful benefits for surrounding businesses and reinforces downtown’s role in Brownwood’s broader economic development strategy.

Through the Brownwood Municipal Development District, eligible projects may benefit from the Building Improvement Incentive Program, which provides matching funds of up to $25,000 for approved commercial improvements. No-cost consulting through the Small Business Development Center, Downtown Brownwood’s federal Opportunity Zone designation, and additional local programs such as the Downtown Retail Opportunity Program help strengthen the environment for property improvement, business growth, and long-term private investment.
